Arizona Notaries: New Exam Requirement Begins July 1, 2025

Arizona notaries, take note! A major change is coming that will impact both new and renewing notaries across the state. Beginning July 1, 2025, all applicants for a notary commission—whether it’s your first time or you’re renewing—will be required to pass a proctored notary exam before submitting their application.

This new law, introduced by the Arizona Secretary of State’s office, is designed to elevate the level of professionalism and public trust in notarial acts by ensuring notaries fully understand their duties and responsibilities.

What You Need to Know:

  • Who Needs to Take the Exam?
    Anyone applying for a new or renewed commission on or after July 1, 2025.
  • When to Take It:
    You must pass the exam within 90 days prior to submitting your application.
  • Exam Details:
    The Arizona Notary Public Exam includes 45 multiple-choice questions. You’ll have 60 minutes to complete it, and you’ll need a score of at least 80% to pass. It’s open book—but only materials provided within the exam system may be used.
  • Testing Options:
    The exam will be administered by Prometric, and can be taken either online or in-person at testing centers throughout Arizona. The fee is $46.75.
  • If You Don’t Pass:
    You’ll need to wait 30 days before retaking it. If you fail three times, a one-year waiting period applies before trying again.

To get ready for the exam, start with the Arizona Notary Public Reference Manual, which outlines everything you need to know about the laws, ethics, and responsibilities of a notary in the state. The National Notary Association also offers an optional prep course designed to help you study and succeed.
